Leadership

Dustin Overbeck, Founder

Dustin Overbeck launched ClerkMinutes in 2024 to solve a problem he observed firsthand while working with municipal governments. After seeing Clerks spend hours manually formatting meeting transcripts, he built ClerkMinutes to automate the most time-consuming parts of the minutes workflow. Before founding ClerkMinutes, Dustin built HeyGov, a platform connecting residents with local government services.

Andrei Igna, CTO

Andrei Igna has spent over a decade building software that actually ships. Before joining HeyGov as CTO, he spent years honing and understanding how governments and Clerks work. He’s also built Domains App, a SaaS tool for searching, organizing, and monitoring domain names. At HeyGov and ClerkMinutes, he owns the full technical picture, including architecture, APIs, AI integrations, and the infrastructure holding it all together. He's based in Barcelona, which means new code is already shipping before most customers have had had their morning coffee.

Why This Matters

Most people don't think about municipal Clerks until they need public records or want to know what happened in a city council meeting. • Fluent Southerner and Wisconsinite: We taught the AI to recognize regional speech patterns (Southern drawl, Wisconsin vowel shifts) because misheard words break transcription accuracy.

• 3 speaker updates in one year: Speaker identification and assignment improved three separate times in 2025.

• V2 launch: Full product redesign with Custom Instructions. Clerks said they "can't live without it."
